I'm trying to install MS Visio 2010 on a Windows Server 2008 R2 Remote Desktop services machine (virtual). I have successfully completed this previously on another machine which had its image based on the one I am trying to administer now.
Office 2010 is already installed, no previous versions of Office have ever been installed on this server. .NET framework is version 4.0. I have tried installing with 3 different administrator accounts, each attempt has failed with the same error.
The installation log files show the following:

Cannot start standalone OSE from path E:\Visio.WW\ose.exe. Error code 0x800706be. Skipping uncache for this product

Reboot requested if needed.
No reboot is needed.

I have tried running with AV disabled, with the same result. The server is in installation mode, I have even tried installing in Admin Mode from the control panel.
There are 4 other machines in the farm, based on the same image. I have not yet tried to install on any of the others, but fear I will come across this error again.
Any help would be greatly appreciated.
