RemoteApp maximum users per application?

I am looking to control the use of Project and Visio by deploying the applicaitons via Windows 2008 RemoteApp (or 2008 R2 if required). 

I would like to set it up so I can only allow the maximum number of users for which we are licensed for the application, for example, if we only had 5 licenses for Project then we would only allow 5 connections.

Is this possible to set up?
