Can't open .exe files. Error: Windows cannot access the specific device, path, or file. You may not have the appropriate permissions to access the item

Hi

On terminal server user's profile getting created asn temp.

After clearing .bak from registry and deleting user profile tried to login, now able to login but getting below.

Can't open .exe files. Error: "Windows cannot access the specific device, path, or file. You may not have the appropriate permissions to access the item"

Can you please help me to solve this,
