RDS Users saved credentials are lost from vault when they log off

Our environment is a Server 2012 + 2012 R2 environment. We are running RDS.

Server 1: Server 2012 - ADS, DNS, File Services, Print Services

Server 2: Server 2012 R2 - RDS enabled using User Cals licensing mode.

Issue:  Existing User cannot save passwords to the vault / credentials manager because when they do and logoff, they find upon logging in again there is nothing saved in the vault / credentials manager.

Additional Note:

We were using Server 2012 for RDS before.  We brought up the new server, Server 2012 R2, and joined it to the domain setup RDS and then migrated the licenses over.  It is after this change this issue arose.  Further, the passwords Users saved before the move show up in the vault / credentials manager however it will not store any new password persistently.

Finally, this issue does not exisit with any new users that are created.

Not sure what is causing this and have attempted flushing the profiling from the system thus forcing a new profile to be created however the issue persists.
